If you use Apache to access the repository, you are limited by Apache
- which doesn't arbitrarily restrict the number of simultaneous users
you can have.

If you use Windows based file sharing to access the repository, you
are limited by the Windows platform - which restricts the number of
simultaneous users you can have based on your licence for that
platform.
