Unable to use authorization after repository creation?

I set up a subversion repository in Windows to test it out.

I'm using svn: method to access the repositories.

Using 1.20rc2

Now, I go back and add users and passwords to the conf directory files, and
subversion doesn't ask for a password at all. I can't grab a lock either. I
get error 401 authorization required.

How can I make a repository use authentication after it was setup up without
it?
