telnet into svn

is it possible to just telnet into svn and issue commands to update from
a respositry?
i currently have a problem with pysvn where won't load on win98
machines, and since i only use it for it's update command, i might be
able to worm out of it if i can just terminal into the svn port and
achieve the same thing.
