It's as old as the hills, filed literally years ago. It's a bug in
neon, the library that does http:// requests. See issue #1709.

About a week ago, neon released version 0.25, which finally has made
API changes such that we can fix the problem. Alas, it's too big a
change for svn 1.2, which is almost ready for release. It will be in
svn 1.3. (kfogel was working on upgrading /trunk to neon 0.25 all
last night in fact!)
