Subversion server, WebDAV and MacOS 10.4 hate each other.

Since upgrading my svn server to MacOS 10.4 (Tiger), I've started
having all kinds of weird error messages and timeouts when attempting
to check out files (svn 1.1.4, fsfs) using http://. I'm using the
packages pre-build by Wilfredo Sanchez, available on his iDisk
(wsanchez), although I can also reproduce the issue using binaries
built by hand via fink under 10.3.8 with gcc 3.3. Checking out using
file:// works fine.

It appears, from reading posts to both the users list and the devel
list, that this seems like a fairly widespread problem, although none
of the prior posts specifically mentioned 10.4 as the culprit. ;-)
The problem apparently happens with svn 1.2rc2 as well. Here is a

My server works fine when it's running under 10.3.8 (I have not
tested with 10.3.9).
