No, he means ViewCVS. If you get the latest version from its cvs
repository, it displays svn history beautifully. Look at subversion's
own codebase:

    http://svn.collab.net/viewcvs/svn/trunk/

And yes, it shows you the history/logs of individual files. And shows
nice colored diffs.
