ok.. ok... clarification...

i mean view via a browser... if i setup the user to have dir/file
access/auth, then the user can not only view the file via the browser, but
the user could also fetch/download/checkout all files for a given project.

i'd like to allow a user to view the dir/file from a browser.. but not
checkout the project files via a browser...

Is there any difference? Reading is reading, right? If I can read the
file, I can certainly save it to disk, or copy and paste into a file
and save to disk.

Perhaps if you gave more context, about what you mean by "allow a user
to view a file"... through a web browser? By running 'svn cat'? Maybe
you can also explain why viewing and checking out are any different in
your mind...

(Unless you're using the term "checkout" to mean "lock the file down"?)
