BUG: after switching to repository root URL is set to ""

A simple way to reproduce the bug:
- checkout some dir from repos (ee. file:///repository/trunk/Project)
- switch the WC to file:///repository (root of the repository)
- repos URL in WC is set to ""

After this WC gets mangled and you cannot for example switch back etc.

TortoiseSVN 1.1.5, Build 2990, UNICODE
Subversion 1.1.4
