Slow checkouts of large files with Apache Subversion server

Apache subversion server, 1.1gHz machine, SuSE Linux 9.1, Subversion 1.0.0

We have a number of large jar files in our repository (on the order of
40 meg). I'm noticing very slow checkout performance for these files
using an Apache Subversion server (using unencrypted HTTP). I know the
version of Subversion is old but that is the version that came with SuSE
9.1. Is this a known issue? Will upgrading Subversion help?
