Motorcycle accidents and PROPFIND requests failures

Hello,

Over the weekend, the system administrator in charge of our subversion
server wrecked his motorcycle. He's alive, but will be out for an
unspecified time. I understand he's a little bit mangled.

In the meantime, our new subversion server is acting up.

On the repositories, we can commit, update, and check out working copies,
and view logs, but when we try to see the differences from a file, we get an
error. Here's the steps (using TortoiseSVN) that leads to the error:
Right-click on a directory and get a log of changes, click on an entry in
the log, then double-click on a file listed as changed in that revision.
This should bring up the nifty diff viewer, but instead I get "PROPFIND
request failed on 'blah blah blah' PROPFIND of 'blah blah blah': 403
Forbidden (http://marianne)". I'm not sure what this translates to if we
used the command line client, but I imagine the error message would be the
same.

I suspect a permissions issue on the server, but since it's a windows box,
I'm not sure how to proceed. I searched through the archives for a while,
looking for clues, but I didn't find anything helpful.

SETUP:

It's an X86 PC running Windows 2000. It has Apache 2.0.53 installed (so
SSL), and Subversion (1.1.4 r13838) is accessed that way. There are two
repositories on the box, one (named "NEAT") created with FSFS, and populated
with commits, and the other one (named "TGET") created with FSFS and
populated via the "svnadmin load" command. The httpd.conf file has two
<location> directives, one for each repository, eaching using SVNPATH. We
use a .htpasswd file to control access, and use TortoiseSVN with our working
copies. If anyone wants more information, let me know.
