If you mean publish as in real paper books - that decision is up to
O'Reilly, not the Subversion project.

If you mean publish as in on-line, then yes!

We need it in DocBook Lite XML, and you should base your translation on the
XML source of the English version, not the HTML output.

I am sorry, but it would have been better for you to have asked about
formats earlier.

Yes, there is. See the book website.

Some people did some work on a German translation already, actually, but it
was not finished, and I don't think we have heard from the people concerned
recently.
I suggest you contact Gerhard Oettl and Karl Heinz Marbaise (see
http://svn.collab.net/repos/svn/trunk/COMMITTERS for email addresses), and
find out if they are still interested in working on the project.
