After wedging yet again this morning, after disabling the virus scanner....

svnserve -d -r

We are using FireDaemon 1.6 has the Windows service manager.

- hot-backup.py, once a night, not during development hours
- mailer.py, however this is a recent addition, and it wedged many times
long before using mailer.py

- svn 1.1.3 (r12730)
- whater ever version was shipped with svn 1.1.3
- TortioseSVN >= 1.1.3 (users use different versions)
