We are using svnserve, not httpd. The only processes I can think of that
would be accessing the repository is the virus scanner. I will disable
it for a while and see what happens.

Regarding permissions: I don't see any problems. Any hints as to what I
should be looking for (remember, the server is on Windows 2000).
