Subversion has no such feature, although you could use a hook script to
require log messages to contain issue numbers.

You're probably thinking of the feature in TortoiseSVN, the Windows GUI
client for Subversion, which will (I believe) allow you to require (or
at least prompt) users to enter an issue number whenever committing.
TortoiseSVN is a separate project though, so if you need more
information than that I suggest looking at that project's site:
tortoisesvn.tigris.org (tigris.org appears to be back up now) or the
TortoiseSVN mailing list.
