lost files during vss2svn conversion

Do I loose access to files that were deleted in vss prior to the
conversion to svn?

My migration of an vss repository (converted with vss2svn.pl with the
'--setdates' option ) appears to have lost files. Vss shows a file was
added to the Docs directory on 2003-12-2, modified on 2004-04-26,
deleted 2004-12-01.

A listing of the svn'ed directory from 2003-12-04 shows only currently
available files that were created back then, but not the deleted files.
svn list --revision "{2003-12-04}" http://192.168.0.137/Project001/Docs

The svn-book.pdf page 26 footer, it says "...nothing is ever totally
deleted from the repository..." and "You can get back anything you
delete by checking out ... a revision earlier than the one in which you
deleted it."
