mod_dav_svn.so won't load on win32

Does anyone have a complete copy of the subversion FAQ. From googles
cached copy of this url: http://subversion.tigris.org/faq.html is
incomplete and cuts off the FAQ about mod_dav_svn.so not loading.

Better yet, can someone just answer what is wrong? I get this event log
entry when trying to start apache

The Apache service named reported the following error:
>>> Cannot load E:/Apache/Apache2/modules/mod_dav_svn.so into server:
The specified module could not be found. .
