Is tigris.prg okay?

I've been trying to access the subversion stuff on tigris.org lately and
no matter what project on tigris I try to access (I'm also trying to
snag scplugin for my powerbook), I get a connection refused.

Is everyone having this problem? If not, can I beg someone into
emailing me the scplugin download privately (I can't get to the project
page, so I don't know what I need...probably just a dmg file, but maybe
docs too...)????
