scarab-subversion integration instructions

Are there any instructions on how to integrate scarab and subversion?
I've read what I believe to be the related issue (SCB1436), noticed
that it is listed as FIXED, but didn't see any instructions on how to
set it up and configure it.

I have a working copy of scarab (a20) and a working copy of subversion.
I'm initially testing on a Fedora Core 3 box (mysql 3.23, subversion
1.1) and the target deployment platform will be RedHat Advanced Server 4
(mysql 4.1, subversion 1.1).

I have copied the python script to the subversion hooks area and
attempted to tie it in to the post-commit hook. I have tried to
test it but haven't been able to get it to generate anything (including
errors) and I'm not sure how to debug it (I don't know python yet).

Any help would be greatly appreciated.
