Absolutely. Only an admin should be able to run this command. This case is
truly with many other version control software packages.

rmver is the most important of the two. I have rare needs to obliterate all
instances of a file. Past threads on the mailing list had a group where bad
content (due to a license, I believe) was committed. So, it may be nice to
have both.
