I'v been thinking about this on and off an have come to the conclustion
that it should, in fact, be fairly easy to add support for unversioned
files. However, you'd certainly _not_ want to indicate unversionedness
with a property, so I'm not sure we could add such a feature without
incompatible changes to the repository schema.
