An ancient repository... simple question.

I've a very old repository for which I have no dumps; the files aren't
checked out anywhere - and for which I no-longer have a copy of the
ancient SVN used to create it.

I've read
http://svn.collab.net/repos/svn/trunk/notes/repos_upgrade_HOWTO - so I
know I need a svnadmin which conforms to "protocol 2"... (version 0.28
to 0.33.1) but I can't find one to download. Am I overlooking the
download at some obscure URL? Can anyone point me at a download -
preferably with a windows exe?
