Which means that the RPM didn't provide any.

I'm serving my repos from Apache so I have the mod_dav_svn RPM installed
and configure it through /etc/httpd/conf.d/subversion.conf.

Looking at the man pages, it looks like svnserve uses conf/svnserve.conf
within each repo.

Which binary would use the "system-wide" configuration?
