This looks like it may be appropriate as dev-list material.
Maybe APR dev mailing list rather than Subversion?
(I'm assuming there is an APR dev mailing list.)

Just a thought because I imagine there's a significant class
of users that may benefit by your observation and solution to
the limits of fcntl in that particular smbfs scenario.
