You should give Trac a try:

It has a very nice interface, you can tune the permissions of individual
accounts, it has a Wiki, Issue Tracker, Roadmap which displays which bugs for
a certain milestone are filed and which are already closed, and can integrate
a SubVersion repository. The nice thing is that you can then easily reference
files and even revision of files in Wikis (and thus bug reports), Trac will
turn those into links to the files in the repository. Plus it's open source.
