I would say yes. You will probably need to have some wrapper scripts
to ensure that the workflow matches your processes etc.

For example, we use SVK to merge and sync two Subversion repositories,
but we use a centralized SVK sync-up (as opposed to every developer at
a remote site syncing up the repository). The 'SVK-synced' repository
is exposed as a regular Subversion repository to the users so we need
to be careful about preventing commits from the regular SVN clients,
which we have wrappers for.
