That's a great question! "configure && make && make install" doesn't
quite cut it. :)

Having a Windows-only build doc would be awesome. A big part of the
problem is that the current INSTALL docs require people building on
Windows to jump around so much that it's very hard to follow. If the
people who do get it to compile could write up some step-by-step notes
for the rest of us, it would improve the situation immensely. Once
Apache 2.0.54 is out, I'll take another stab at it.
