How do I build my own binary rpm?

From: Matthew England <mengland_at_mengland.net>

I just built SVN 1.2-rc1 on my Redhat9 system (minus Apache and BerkleyDB
support--I plan to restrict to svnserver/svn+ssh access with only fsfs
backends).

How do I build my own binary rpm so I can (among other things) easily
recreate my SVN environment on another Redhat9 system?

I'm hoping there's a resource/FAQ link that already exists on tigris.org or
Redhat.com or some other rpm-resource area.
