Not that I can speak of the server load for tigris.org, but releasing
1.1.4 and 1.2.0 candidate probably has put things under abnormal loads.

I tried to look up the MX record for subversion.tigris.org but it didn't
really say too much (that I could decipher) other than a direct
connection.

Maybe next week things will be better?
