svn:needs-lock question (and bug)

What is the general recommended practice for setting a property like
"svn:needs-lock" that doesn't need a value? "svn ps svn:needs-lock
filename" barfs b/c no value is specified. One could use 1, true, yes,
"", etc. Since the value is irrelevant, it doesn't really matter but I
was just wondering if the community had settled on anything. One
problem is that someone might think they can change the value to
"false" and it will turn off the locking requirement when in fact this
is not the case. Is "" the best choice?

The bug I wanted to report is that the help for svn propset doesn't
list "svn:needs-lock" as one of the recognized internals.
