Error during copy

I am getting this error message when I try to copy files within my
repository. What could be causing this?
 
svn: COPY of QA_ARF/test.txt: 501 Method Not Implemented

I am using apache 2.0 and the copy instruction is correctly written and it
actually works on a Windows 2003 Server operating system. I am using Windows
XP.
