mask some files from being commited

i'm implementing subversion for a web development project at my place
of work. some of our developers use visual studio leaving unnecessary
.vb files and _vti_* directories in their wake. i'd like to set up
subversion through configuration or a hook to prevent these files from
being added to a project via commit.

does this make sense? i read most of the subversion book at
red-bean.com, but dont remember coming across anything like this.
