Is commit requireed to fetch svn:externals ?

Hi,

I'm creating a new dir and I've put an svn:externals on it.

Seems like I *have* to commit (then update?) in order to make svn fetch
the externals. Does anybody
know any workaround for that ?

I don't like to commit just yet, the work is not done yet .. I need the
externals
in order to keep working (I'm building a test right now and I would like
to fetch the stuff-under-test, complete the test, then do a single
commit saying "testxxx is been written and now pass".

If a commit is a must, I think I will enter it to the wish-list (very
low priority probably).
