speed: win32 <-> unix

Hello,

We use now Subversion for more than a half year on a relatively big
repository. (we moved from cvs)

Most of our users work with windows and they have problems with the
speed of svn-operations
- checkout takes over 20min but this isn't a problem
- update takes several minutes
- status takes several minutes

(using svn 1.1.3 with http://-protocoll on a debian/sarge server and svn
client 1.1.3 win32 on windows 2000 from commandline)

...one client works on linux (svn 1.1.3 debian/sarge) and everything is
faster!
AND while doing the update/status/checkin svn doesn't slow down the
whole system - so i can do everything in background!

so my question is:
Why is the win32-svn slower and blocks the whole system?
is this because svn is written (and optimized) for unix-systems?
