mailer.py stop working after upgrading subversion from 1.1.1 to 1.1.3

I'm running subversion on my gentoo server. I noticed commit emails
aren't being sent out anymore after upgrading subversion from 1.1.1 to
1.1.3 on my server.

I put 1.1.1 back on the server and the commit emails work again. So
something has definitely changed, just don't know if it's subversion
or gentoo specific?

Is this a possible bug? What would be the best way to track the problem down?
