Commit fails - 404 file not found

Environment: Subversion 1.1.3, Win2K server running Apache 2.0, using
FSFS, WinXP client using TortoiseSVN 1.1.3.

After my merge of a branch into the trunk, when I commit the new
trunk, I get this error:

Commit failed (details follow):
COPY of db_patch/2.0: 404 Not Found (http://<svnhost>)

2.0 is a new directory added by the merge. The db_patch directory
existed already. I've searched the archives, but didn't find much help
(or messages mentioning this problem newer than 2003). Where should I
start to look to figure out what went wrong?
