what is /var/db/passwd.db ?

I get a segmentation fault when I run "svnadmin create" and a gdb debug
shows the failure happens when there's an attempt to read
"/var/db/passwd.db" (which doesn't exist).

What is "/var/db/passwd.db"?

I'm running this on a Sun Cobalt RaQ550 which is not standard RH8.
