force revision number update

Hi All,

The situation is...the toroise svn client cant pickup the difference from
svn server....cuz both server and client are in the same revision number,
BUT the files are different...in real.

So wot i want to do is increase all revision number at server by one, and
totorise svn will treat the client version is out of date...so we just need
to commit the whole thing again.

Any idea?
