how to set a watch for commit mails on repos, modules or files?

Hi all,

how can a non-admin user set a watch for getting commit e-mails on Unix /
Linux?
I'm using the commit-email.pl script within the post-commit hook to achive
this as admin user:

/svn/repos/hooks/commit-email.pl "$REPOS" "$REV" <user1> <user2>

is there any command like:

cvs watch add <file>

in Subversion?
