Is this a bug or a configuration problem?

I am serving my svn repositories through apache. I
thought everything was working just fine, I loaded my
svn dump files and was going along commiting,
updating, adding, removing, browsing code on the web,
etc. It is all working fine... except I just tried to
add a new directory at the root level of one of my
repositories. It doesn't work. I get this error:

svn import Pictures/ http://myserver/pics -m ""
svn: PROPFIND request failed on '/pics'
svn: PROPFIND of '/pics': 301 Moved Permanently
(http://myserver)

I tried it slightly differently:

svn import Pictures/ http://myserver/pics/pictures -m
""
svn: PROPFIND request failed on '/pics'
svn: PROPFIND of '/pics': 301 Moved Permanently
(http://myserver)

I also tried just adding a directory:

svn mkdir http://myserver/pics/pics -m ""
svn: OPTIONS request failed on '/pics'
svn: OPTIONS of '/pics': 301 Moved Permanently
(http://myserver)

If I do any of this under a directory that already
exists in the pics repository it works just fine. Just
nothing is allowed at the root level of the various
repositories. Help!
