I remember having to do some tom-foolery in getting
svnserv to run on my Mandrake 10 box. I also tried
creating a separate file in the xinetd.d dir, and it
never took. I assumed it was something to do with my
upgrade from Mandrake 9.

I think I ended up adding the configuration directorly
to the /etc/xinetd.conf file. I found the following
site to be helpful

I'll take a look this weekend to confirm what I did at
home to get it working. But it is working fine.
