Runtime Config Area w/ mod_svn

Hello All:

>From the docs, there is both a user and system runtime configuration
area. We are running Subversion as a plug-in to Apache on Linux. It
seems with svnserve, the system runtime area should be
at /etc/subversion. However with our installation, this directory does
not exist. My question is, where is the system runtime config area for
Subversion when deployed as an Apache plug-in?
