Web Interface to Update Local Copy

I am in the process of writing a web interface to allow the QA team to
accept files for testing. As part of this, I need a tool to allow
someone to search the log files for an issue number, display the
results, and then load those results into the QA servers local copy.
Does this exist in any way? Jira and Trac seem to be able to track
changes inside the repository, but don't provide a mechanism to act on
those changes.

Any suggestions?
