Allow working copies without text-base?

Any update on this issue? We'd really like to convert to subversion, but
we have a big database and can't afford to double the size of every
working copy. The issue is mentioned here:
http://subversion.tigris.org/issues/show_bug.cgi?id=525 as a post
version 1.0 feature. Since we're past version 1.0 now I thought I'd
ask... :)
