svn-commit.tmp location

Is there any way to control where SVN (1.1.3 on Windows) writes
svn-commit.tmp during 'svn commit'? It's currently writing it to the root
of drive C:, which a non-admin user can't write to. -m and -F work as
expected, so it's a valid workaround, if less than perfect...
