svn add fumbles when it can't make .svn dir

I have a directory here whose permissions were inadvertently set to
555 (i.e., no write access). Not knowing this, I tried to 'svn add'
it, which then complained about 'foo/.svn/lock' not existing. I then
discovered the permissions thing. Now things are a little hosed
because it knows I already tried to add it (it's scheduled for an add
in .svn/entries), but it doesn't know that the add failed due to
permissions. I know the solution is to ditch my WD, but that is a bit
annoying, of course. Bug?
