        I'm suggesting they either acknowledge it as a bug that needs to
  be addressed or change their documentation to say that neon-debug-mask
  is not supported under Windows. They are free to do neither, but that
  means that this question will inevitable come up again in the future.

        The Subversion developers are certainly responsible for choosing
  to base their software on Neon. Are you telling me that if the Neon
  developers were to change Neon in some way that more actively broke
  Subversion, the Subversion developers would with a straight face
  claim "it's not our problem, we don't care"?
