JavaHL Javadocs

Hmm, is there a make target to build the JavaHL javadoc documentation?
How does one generally build it?

I don't see any in the documentation and it appears not to have been
done by the 'make javahl; make install-javahl' that I did. I haven't
been able to locate any documentation about the JavaHL directly or
about building the javadoc documentation for it anywhere (book, faq,
various readme-type files in the tarball or repository).
