This is not about "passing the buck". Yes, Subversion uses the Neon
library, and I've taken the time to confirm (through tests, not just
reading the code) that whatever you set as neon-debug-mask does indeed
get passed to the ne_debug_init function. After that, it's out of our
hands and you're much more likely to geet a good answer on the Neon list
(neon@webdav.org, for your convenience) from the Neon developers than
you are here.
