   So, the assumption is now that ALL repositories share the same umask.
Nuts. This should be settable on a directory by directory basis, since
repositories can have multiple projects. It really needs to be at
least on a project basis. Why should all projects have the same umask?
   Truth is, this should be a property of the file, settable so that
checkout honors rules, including whether the executable bit is set,
etc. This is part of what the system should be managing.
