Problems installing/setting up subversion server

I can't seem to track down the root cause/solution to what appears to
be a DB error. First, when I run: rpm -Uvh <filename>.rpm I get
something of the following

root@vps [/home/softeng/Subversion]# rpm -Uvh db42-utils-4.2.52-0.1.i386.rpm
error: failed to stat proc: No such file or directory
Preparing... ########################################### [100%]
   1:db42-utils ########################################### [100%]

I receive the stat proc error on all .rpm files. Still, the overall
installation seemed successful, so I tried to create a repository and
got the following

root@vps [/home/softeng/Subversion]# svnadmin create
/home/softeng/Subversion/fakeProj
svn: Berkeley DB error while creating environment for filesystem
/home/softeng/Subversion/fakeProj/db:
Invalid argument

When I run svn --version it confirms that I do have the ra-local
module, so at this point I am lost as to where the problem is coming
from. Any help is appreciated.
